Smart City Panaji

The Corporation of the City of Panaji is the oldest civic institution in Asia. It received the status of a Portuguese city in 1843. It is also the world's smallest municipal corporation, catering to the civic needs of Goa's capital city of Panjim.


What is it that distinguishes Panaji from any other city in India? It is the only city in the country that has stepped streets. It is the only city in India with a seven kilometre long promenade. It is the first city in India to be built on a planned grid system and the only city to be so user friendly. It is also the only city in India to have been relocated stone by stone from a capital that fell to disease and ruin. Architectural styles range from Goan Domestic, to Indian Art deco, to Indo-European, to Indian Baroque and to British Colonial styles.

These are only some of the things that make the city unique. Finally, it is the people that live here that make it what it was in the past and what it is today. They will decide what the city will look like in the future. It is when the people of a city react to something the city planners are doing that one knows that they feel that this city belongs to them.

This spirit of community and belonging was evident in the citizens' participation in the process of development of several plans and assessments conducted in Panaji, to ensure sustainable urban living in Panaji.

The City Development Plan (2015), the Master Plan for Holistic Development of Panaji City (2013), The City Sanitation Plan (2015), Solar City Master Plan, 24 x 7 Water Supply DPR, Comprehensive Mobility Plan, Urban Vulnerability Assessment, GHG Emissions Assessment for the City, all provide a sound foundation towards planning and improving urban infrastructure and services to make Panaji more livable, sustainable and resilient and ensure a good quality of life to its citizens.

Through participation in the Smart City Challenge the City endeavours to fast track the achievement of a world-class city, while retaining our heritage and cultural values. The City of Panaji is one among the 100 cities selected in round 1 of the national Smart Cities Challenge.

"As you are aware, Panaji, the capital of Goa has been selected in the list of 100 Smart cities under the Smart City Mission of Union Ministry of Urban Development (MoUD), Government of India launched in June 2015. As the next step, Panaji now has to get shortlisted in the final round of the MoUD's Smart City Challenge, where 20 other cities would be selected to be developed in the first year. In this regard the team has been engaging with citizens across various platforms to gather feedback and suggestions towards the smart development of the city of Panaji. This includes public consultation meetings and focus group discussions with stakeholders, road shows, discussions across zones in the city, workshops and zone wise ideation sessions. Public meetings held at various places in the city saw a healthy discussion and citizens put forward their views and suggestion on making Panaji a smart city in the true sense of the term."

Panaji is a growing city. Before we go out of proportion, the city needs to take some smart measures and bold decisions. A short term inconvenience can lead to long term gains for the benefit of the citizens. The social fabric of Panaji is unique and will be preserved. Tree cover, mangroves, springs, fields, the river are Panaji's natural heritage. The plan will include inclusion of natural resources into the planning process. We also look to bringing convenience to citizens through the effective use of technology. This is where e-governance comes in. Smart water metres, online tax payments and online application for permissions is where we can create an interface between citizens and government bodies. Citizen consultation is critical to city planning. The people of Panaji have always come forward to assist and be involved in matters related to the city. This is what is special about Panaji".
